Technical capabilities

The Data Retrieval Finland service can be used in several ways to efficiently serve a wide range of e-services. Before your organisation begins deploying the service, it must consider 1) how the information retrieved through the service is linked to users; 2) where the user is redirected to after the information is retrieved; 3) how the organisation wants to receive the information.


 

Retrieving information from another EU Member State using OOTS is based on the link to the Data Retrieval Finland service provided by the KEHA Centre to the e-service. The organisation should add the link to the e-service in the desired location. To create a link, the KEHA Centre needs the names of the e-service organisation and the service offered in the e-service. In addition, if the user is to be redirected from the Data Retrieval Finland service to the organisation's e-service, the KEHA Centre also needs to know the e-service’s callback URL.

The KEHA Centre uses this information to create a link for the e-service, consisting of the address of the Data Retrieval Finland service and the Integration ID of the service. The Integration ID in the link enables the Data Retrieval Finland service to generate the information necessary to retrieve information from another EU Member State.

The final Data Retrieval is generated by a link from the e-service to the Data Retrieval Finland service, which may include the following in addition to the Integration ID: 

  • an External ID, which can be used to link the information received by the e-service from the Data Retrieval Finland service to the user
  • service session data that can be used to redirect the user from the Data Retrieval Finland service back to their session in the e-service.

The link to the Data Retrieval Finland service can be used in two ways:

  1. using the link in unmodified format
  2. adding an External ID to the link.

The e-service does not need any development measures if it uses the unmodified link to the Data Retrieval Finland service provided by the KEHA Centre. However, the organisation must ensure that the information can be linked to the user when the organisation retrieves it from the Data Retrieval Finland service interface or downloads it from the Information Download service and processes the data in its systems. 

An External ID allows the user to be linked to the incoming information automatically. The organisation adds the External ID to the link to the Data Retrieval Finland service. The External ID can be a personal number, transaction number, or any information that can be used to link the user or transaction to the information retrieved from the Data Retrieval Finland service. The External ID can contain up to 256 characters. The characters can be letters and numbers. The External ID is submitted to the e-service with the information retrieved.


 

When the information has been retrieved, and the user has checked the information on the other Member State’s Data Preview service and approved it for use, the user is redirected to the Data Retrieval Finland service. 

It is for your organisation to determine where the user should be redirected to after retrieving the information.

The user can:

  1. stay on the decision page of the Data Retrieval Finland service
  2. go back to the e-service.

The user can remain on the Data Retrieval Finland service‘s decision page if the user has concluded their use of the service before going to the Data Retrieval Finland service via OOTS. The Data Retrieval Finland’s decision page notifies the user of the retrieval conducted by the service and asks for confirmation that the user has entered all the necessary information and initiated their transaction in the e-service. 
If the user remains on the decision page of the Data Retrieval Finland service, it is a good idea to place the link to the service in a location where the user understands that they have completed their service transaction. In addition, it may be sensible to open the Data Retrieval Finland service in a new tab or window.

If the user is to be redirected back to the e-service – for example, to the page from which the user was linked to the Data Retrieval Finland service – the e-service must be capable of producing a session specific to the user during the service transaction. The details of the user-specific session must be added to the link to the Data Retrieval Finland service so that the Data Retrieval Finland service can redirect the user to an active session. The form for connecting to the Data Retrieval Finland service must contain information that users are being redirected to the e-service session.

However, the e-service does not need to produce a user-specific session if the user is redirected from the Data Retrieval Finland service to the general decision page of the e-service using the callback URL.
 

Your organisation can receive the information retrieved using the Data Retrieval Finland service in two ways:

  1. the organisation can retrieve the information mechanically from the service interface
  2. the information can be delivered to the KEHA Centre’s Information Download service, from which the data processor downloads it to their computer.

If your organisation decides to retrieve the information mechanically from the interface, include information about the use of the interface on the connection form of the Data Retrieval Finland service. After this, your organisation will make an agreement with the KEHA Centre on the necessary openings and contact addresses of the interface in your organisation’s Teams channel. The KEHA Centre will then provide your organisation with instructions on how to retrieve information from the interface.

If your organisation wants to download the information using the Information Download service, include information about the use of the service on the form for connecting to the Data Retrieval Finland service. Specify the administrator for the Information Download service on the connection form. The administrator manages user rights for your organisation’s data processors and, if necessary, edits your organisation’s details. The administrator can also download information retrieved using the Data Retrieval Finland service.

The Data Retrieval Finland service can deliver the information that the end user has retrieved from another EU country to your organisation in the Information Download service provided by the KEHA Centre. Your organisation’s designated data processors can only see the information received by your organisation in the service and can download it to their computers. After this, the data processors can transfer the information from their computers to your organisation’s case management system or other system in which service matters are processed.

As soon as information is received for your organisation, a notice is sent to the email address specified on the connection form for the Data Retrieval Finland service. The information must then be downloaded within 15 days. If necessary, the same information can be downloaded again within these 15 days. After this, the information is deleted from the Information Download service and from OOTS in accordance with the SDG Regulation.
